Pender Island Landings Project

Background:
The Pender Island Landings Project is a Ministry of Transportation and Infrastructure (MOTI) Project, which required restoration work on a section of the road that is vulnerable to land slides. To support mobilization of equipment for project construction, a temporary barge landing needed to be constructed. Dynamic Ocean was sub-contracted to provide QP services for the marine construction aspects of the project.
Services Provided:
Dynamic Ocean developed a Contractors Construction Environmental Management Plan (CCEMP) that was designed to minimize negative impacts to the marine environment, where the effects were largely due to acoustics disturbance and turbidity. The Dynamic Ocean Team engaged with the owner’s representative (EI) to confirm that the CCEMP was appropriate for the successful implementation of the EnMCP.
Dynamic Ocean led the implementation of the EnMCP through:
Management of three Exclusion Zones (EZ) for fish (10m), pinnipeds (75 m) and marine mammals / herring (1,000 m) through visual observation for marine mammals and use of technology (drop camera, multi beam sonar [MBS]) for fish.
Full-time and confirmatory underwater acoustic monitoring to confirm noise levels generated by in-water construction activity at fish and marine mammal EZs are below thresholds presented in a DFO-FFHPP Letter of Advice (LoA).
Coordination with the pile driving contractor to manage underwater noise, including deployment of sound attenuating devices (i.e., bubble curtain).
Visual and in-situ compliance monitoring for turbidity.
Development of bi-weekly monitoring reports for the EI.
